A disappointing digital game purchase is not governed by one simple rule. French consumer withdrawal rights and Steam’s store policy both use a 14 day reference, but they are not the same framework. Their conditions, scope and consequences differ. Reading each one on its own terms is the best way to make a clear request and avoid treating a store rule as a universal legal limit. The French withdrawal framework

Service-Public.fr states that a consumer who buys a good or service at a distance, including online, has a minimum 14 calendar day period to change their mind. The page says the seller must provide clear, understandable and accessible information about the existence or absence of that right before the order is placed.

The right is not automatic for every purchase. The same official page lists several exceptions, including digital content supplied on an intangible medium when performance has begun with the consumer’s agreement and the consumer has waived the withdrawal right. It also lists fully performed services where performance began with the consumer’s agreement or express request.

For this reason, the description of the transaction matters. A downloaded game is digital content, but the relevant facts include the terms accepted during purchase and whether the conditions for an exception were met. The supplied official guidance is a useful starting point for understanding the French framework, not a substitute for reading the terms attached to a particular transaction.

Service-Public.fr also explains that withdrawal must be communicated to the seller before the deadline through the standard form supplied with the contract or another written statement expressing the decision. Simply returning a good or refusing delivery does not express withdrawal. Where withdrawal is exercised within the legal period, the page says the contract ends and the seller must reimburse the amounts paid, including delivery costs.

Steam’s published store process

Steam describes a separate refund policy for games and software bought through its store. Valve says a request can be made for almost any Steam purchase, and that a refund will be granted for any reason when the request meets the applicable return period and, for a game, the title has been used for less than two hours.

For games and software bought on Steam, the standard condition set out in the policy is purchase within 14 days and less than two hours of use. Steam also says users may submit a request when those conditions are not met. That invitation to request is not a promise of approval outside the stated limits.

The policy says an approved refund is completed within one week. It may be returned to the Steam Wallet or to the original payment method. If a refund cannot be made to the original method, Steam says it will issue the full amount to the Steam Wallet. This is a store process with its own product-specific conditions, rather than a summary of every consumer right that may apply in a buyer’s territory.

Steam itself notes that people may have additional refund rights in their territory where a game is defective. That sentence is important because it prevents the two-hour condition from being mistaken for a complete statement of the law. The platform’s normal eligibility test and a consumer’s statutory protections are related to the same purchase, but they are not interchangeable.

Different products, different conditions

The Steam policy sets out separate terms for several purchase types. DLC bought on Steam can be refunded within 14 days if the base game has been used for less than two hours after the DLC purchase and the DLC has not been consumed, modified or transferred. Steam says some third party DLC may be non-refundable, with those exceptions identified before purchase.

Pre-purchased titles have their own timing rule. Steam says the usual two-hour limit applies, while the 14 day period begins on the release date. If a pre-purchased title cannot be played before release, Steam says a refund can be requested at any time before release, with the normal 14 day and two-hour limits applying once the title becomes available.

Bundles, wallet funds, subscriptions, in-game purchases and hardware also have conditions described separately in the policy. Steam says it cannot refund purchases made outside Steam, such as a CD key or a Steam Wallet code bought from another retailer. A request should therefore begin by identifying the exact product and where it was purchased, rather than applying the standard game rule to every item in an account.

Making a request with the right facts

Keep the receipt, purchase date and product name available. For a Steam purchase, Valve directs users to help.steampowered.com to request a refund or obtain purchase support. The requested route is part of the store’s process, so using it gives the platform the transaction details it needs to assess the request.

Acting promptly makes it easier to establish whether the standard conditions are met. It also helps to distinguish the reason for the request. A player who changed their mind, a player whose machine does not meet requirements and a player who believes a product is defective may all seek help, but the supplied sources do not present those situations as identical legal questions.

For a French distance purchase, the official guidance says the consumer does not need to justify a withdrawal decision.
